IN2 consulting is a NSS expert consulting firm

The transition to the NSS (Nominal Social Statement) is a complex project because it impacts many existing management processes... Flagship of the Pact for Competitiveness, NSS is a resolutely modern approach to social declarations. It is a new tool aimed at dematerializing and making in a single transmission most social declarations. As a result of a co-constructed approach with the social protection organizations, leading by strategic project managers, the NSS implementation (phase 3) begins: it is mandatory for all French companies in the Private sector since 1st January 2017.

The complementary organizations, gathered within the various families of "Prévoyance" (CTIP, FFA, FNMF and AGIRC ARCCO), have been associated with the project since 2013.

Implementation challenges are strategic:

  • Improve the fight against fraud and the control of risks (and therefore the pricing of contracts).
  • Gain productivity through automation and / or reliability of business processes: calculation of nominal contributions, collection, affiliations and write-offs.
  • Improve knowledge of customers and affiliates.

However, many projects must be done to achieve these objectives:

  • Appropriate the concepts of the phase 3 of NSS.
  • Define and deploy the new Business and Support organization, linked to the substitution of existing procedures (deletion of cancellation slips, issue of quarterly assessment calls, control of affiliations, etc.)
  • Set up the IT environment to meet customer expectations (configuration sheets, control and integration of the NSS, business reports).
  • Change management and communicate internally and externally.

Beyond that, failure or delay in implementation of the NSS involves areas of major risk

In general, complementary organizations struggle to keep pace with the DSN project, due to the complexity of the projects. The main source of concern is the transformation of schema_assurances_01information systems, resulting in the continuation of a duplicate gap between the current manual procedures and the process of NSS management, which is extremely tedious and expensive in a manual mode. At the same time, an increasing number of companies are showing their impatience and include the NSS in their tenders

Since the start of the project in 2013, IN2 consulting has been assisting major players in the implementation of their NSS project. The DOMINO brick, designed for porters and risk managers and management representatives involved in the DSN, illustrates our convictions and our skills in the dematerialisation of collective insurances. It allows the control, the integration and the transformation of the DSN files into information directly exploitable by the business teams.  

The DOMINO brick also has functionalities dedicated to the design, batching and sending of the configuration sheets at the points of depot provided by the device.  

A web interface allows the follow-up of the files step by step (NSS, CRM, parameter files, pivots...) but also the management of the administration and the users.  

The DOMINO brick has already been set up in several RC (Risk Carrier) and MD (Management Delegate) information systems.

IN2 consulting has developed a methodology in 4 key points to accompany the implementation of delegation contracts between insurers and risk carriers:


Since 2001, IN2 consulting has been working with provident professionals (composed of insurers, mutual insurance companies or RC - Risk Carrier and MD - Management Delegate) to define and structure insurance standards, Exchanges of information. The objectives are clear: the relevant implementation of the standards allows everyone to refocus on their business (risk management or delegation), avoiding duplicate transactions. Three major issues thus structured the constitution of the standards (retirement, health, retirement savings excluding borrowers and open groups):
  • information related to delegated contribution management
  • information related to claims management
  • information related to delegated contract management
Each time, the standards make it possible to track and identify the accounting flows linked to the flows of information transmitted, but they do not constrain. Beyond the business advantages of the information transmitted, the implementation of a dematerialized standard contributes to:
  • increase the general quality of exchanges between the delegatee and the risk bearer
  • remove paper mailings (thousands of pages now circulate monthly between brokers and insurers to transmit "duplicate" information)
  • improving the data exploitability of delegated contracts in information systems
  • facilitate the taking into account of the concerns of the risk-bearers by the management delegates (and reciprocally)
  • standardize information transmission media in the Profession
But, above all ... the standardization process allows to reduce the implementation costs!
